What's With This New WEA? : MyWarn Weather App

We occasionally get a question from a customer or a television station about the new Wireless Emergency Alerts (WEA) from FEMA. It generally revolves around whether the WEA system will make weather apps like MyWARN obsolete.

The short answer is no.

There are several reasons. But before we go into those, let?s look at what the WEA system is.

WEA is part of the Commercial Mobile Alert System (CMAS). CMAS is an alerting network designed to disseminate emergency alerts to mobile devices such as cell phones and pagers. The Federal Communications Commission proposed and adopted the program back in 2007.

CMAS will allow agencies (including the National Weather Service) to send alerts to participating wireless providers who may distribute the alerts to their customers via text messages. There are three types of CMAS alerts: alerts issued by the President, alerts involving imminent threats to safety of life, and Amber Alerts.

Let?s look at some pros and cons of the system.

The National Weather Service will forward two types of warnings to CMAS: flash flood warnings and tornado warnings.
CON
You will not be able to customize which alerts who receive, so what if you aren?t interested in flash flood warnings. You will not be able to turn them off without turning off tornado warnings and Amber Alerts. (You cannot opt out of a Presidential Message, but hopefully we will never need that.) And what about severe weather watches that are issued a few hours before severe weather is expected? Or the severe weather risk forecasts that MyWARN transmits hours in advance so that you have time to think about where you will be during the day if bad weather threatens? Only custom apps like MyWARN are going to give you that flexibility.

All users who have WEA ready smartphones will just start receiving the messages.
CON
With more and more people carrying smartphones every day, this seems destined to become a critical way to disseminate emergency information to the public. But people have been startled when they got the first alerts. People are more likely to opt out of the system when they receive alerts they didn?t expect or want in the first place, making them less likely to react in the future.

WEAs are only 90 characters long making it just a simple notification.
BIG CON
You can?t communicate much in 90 characters. WEAs are designed to be a broadcast heads up to tell you , says you are within a range and you may or may not be within a path. The image is exactly what you will get when issued an alert, and that is it. No additional information, no links, no maps, no other information sources.

Avoids network congestion
PRO
The WEA system uses cell broadcast technology, meaning that a single message can be disseminated to everyone in range of a cell tower without running into network congestion if lots of people are using their cell phones. This is the valuable part about CMAS. It will eventually be an important part of the alerting process, once it is fully functional and able to deliver alerts to just the people that are in danger. MyWARN already does that.

Carriers only have to target the messages to the county level.
BIG CON
The alerts reach miles and even dozens of miles outside the targeted alert areas!? Only AT&T and Verizon plan to immediately target only cell towers inside the specific alerts. Everyone else will warn everyone who is on a cell phone in the entire county. That?s part of the problem now. The National Weather Service issues precise warnings that cover only people who are in the danger path. These alerts are drawn as geographic polygons. They usually cover a few hundred square miles, while counties cover thousands of square miles. Why warn 150,000 people when the alert only affects 10,000? The WEAs must be designed so they only alert the cell towers in the warnings. And that still we alert some people unnecessarily. Only MyWARN and GPS enable smartphone apps can precise target the people who in the threat.

It is free.
PRO/CON
That?s a good price, but if free doesn?t meet your needs for specific, targeted weather information that could save your life of the lives of your family, that?s not a good value.

Make no mistake, WEA is an important step forward. It will be a critical way for the public to get alerts, if they don?t opt out. WEA is one of many ways you can receive emergency notifications. The other sources include NOAA Weather Radio, news media coverage, the Emergency Alert System on radio and TV broadcasts, social media, and other alerting methods offered by local and state public safety agencies like outdoor sirens and reverse 911 systems.

BOTTOM LINE
MyWARN is a one stop app. It provides you with the notifications you want wherever you are, allow you to get additional information, provides a map, the text of the alert from the issuing agency, details of the warning and will link you to local news partners if applicable, no matter where you are in the country.

WEAs do not provide any additional information. Actually they say seek more details from local media or authorities. Who knows how to do that especially if traveling away from home. The app takes you to local news media no matter where you are in the country.It provides links, maps, precautions to take and ways to view other source that you rely on, such as streaming partners. The WEAs are another way to get notifications and that is it, it just notifies.


The image are a list of the warnings you can expect?besides the WEAs you can expect Amber alerts and Presidential alerts if that is ever needed.? Hurricane, Blizzard, Typhoon, and Ice storm warnings are usually issued days in advance. All of these to cause loss of life or property, but it is not like these develop rapidly with little warning. MyWARN only alerts you when you are directly threatened. No sitting around and waiting. When MyWARN alerts you, it is time to take action. MyWARN also alerts you when the threats updates to you have been cancelled, expired or continued.

A NOAA official has said that many people will opt out of the service , ?but I believe it could actually increase the use of your smart app because this will give tons of people a taste of geotargeted alerts, WEAs are not exactly customizable. Many people will desire more alert customization that apps like MyWARN provide, where they get to pick and choose what they are notified for.

Android 4.0.4 XWLPO ICS Update for Samsung Galaxy S2: Install Firmware

Samsung released the Android 4.0.4 Ice Cream Sandwich update for the Galaxy S2 smartphone earlier in the month. The firmware - XWLPM - is available as an Over the Air (OTA) update and is working its way across the world. A second update -?I9100XWLPO is available for European models - and has been released by members of the XDA Developer's forum.

In further good news for S2 owners, it seems Samsung has begun testing Android 4.1 (Jelly Bean) for use on the device. An unnamed source spoke to SamMobile, stating tests were continuing and an update could happen very soon.

However, until the Jelly Bean update makes its appearance, S2 users can update their phones to the latest ICS software by following instructions given below. IBTimes UK warns users the XWLPO firmware is compatible only with Galaxy S2 model number I9100. In addition, we recommend users back-up important data, apps and APN settings.

Steps to Install Android i9100XWLPO 4.0.4 ICS Update for Samsung Galaxy S2 ?

  • Download and install Samsung Kies
  • Download firmware and extract I9100 XWLPO_ I9100NEELP4_I9100XXLQ6_HOME.tar.md5 ?
  • Download Odin3 v3.04 and extract contents
  • Switch Galaxy S2 to Download Mode (simultaneously press and hold Volume Down, Home and Power buttons till a warning screen pops up and then press Volume Up)
  • Open Odin and double click Odin3 v3.04.exe and connect Galaxy S2 to computer
  • Click PDA and select I9100 XWLPO_ I9100NEELP4_I9100XXLQ6_HOME.tar.md5 ?
  • Click Start to install firmware. The device will reboot once flashing is complete

Aly Reisman Parents Cheer, Wince, Squirm, Worry During Olympic Routine [Video]


The highs and lows of the Summer Olympics were on full display during preliminary competition in women's gymnastics last night.

Reigning world champion Jordyn Wieber was reduced to tears after failing to qualify for the finals, while Aly Reisman was among two Americans who did move on to the medal round.

But not without a lot of anxiety on the part of her parents, Lynn and Ricky, who were mic'd up and videotaped by NBC as their daughter attempted to move on. The results were both humorous and adorable, as you can witness mother and father living and dying with every move Aly makes:

"It was such a thrill to watch our daughter compete at the Olympic games," Lynn and Ricky said after the event. "We are so proud and happy she advanced to finals and can't wait for team finals. All the girls did so great, we are proud of them all."

I?m going a bit off-piste with this one so do bear with ? I?m sure we?ll get mugged by something approximating a valid point down near the bottom somewhere.

I was just thinking how little I now know about the world around me ? the man-made world that is. Technology has bounded along at such a lick that it?s left the average man or woman in the street trailing in its wake I?d say.

Not that I?ve ever really been up to speed. I mean, when it comes right down to it ? I don?t even know how a radio works. I?ve got the headlines of course ? if it came up in a pub quiz I?d know that it?s got something to do with waves and they travel through the air ? but beyond that ? nothing. I mean ? these waves ? are they everywhere? Are they all around us now? Do they pass through us? Who knows ? not me, press a button, music comes out ? that?s it.

So you can imagine the towering level of my incomprehension when it comes to what might loosely be termed ?new technology?. Take this laptop I?m writing on ? how does that really work? Microchips and things yes ? binary code, noughts and ones. But how does it come together? And the internet? Twitter? This blog? Frankly I haven?t a clue.

When people ? well, you know, nutters ? say that it?s all alien technology, reverse engineered from a crashed space-craft found at Roswell, I don?t think ?Oh ? how absurd!? I think: ?Well ? it?s a theory.?

Things have moved so fast. If I was able to talk to myself as a kid, and show him what we?ve got in the way of gadgets now, he would think I was showing him some distant science fiction.

?Never mind that rubbish you see on Star Trek with the clam-shell phones ? that?s so 1995 ? take a look at this iPhone. With this thing in my palm I can access every fact in the world ? or at the very least someone?s opinion on that fact. I can speak to anyone on the planet who is willing to speak to me ? yes on the phone, the way you have to go down to the corner and use the pay phone to do, but also on TV face to face. I can listen to any song on any record in the whole of HMV on the high street ? and millions more they haven?t got. Yes, even 12 inch singles. I can watch any movie ? the ones you have to go to the cinema to see. And when you get in the car ? this thing can bounce a signal off a satellite up in space and tell you exactly where you are in the world and give you directions to where you have to go.?

Even supposing young me wasn?t freaked out by old me just appearing like that and going on at him like some deranged salesman from Phones 4 U he would doubtless be amazed by how quickly things have changed.

But now imagine me as a kid, going back to see my dad when he was a child ? say 30 years earlier. I wouldn?t really have had that much to tell him. ?You know TV? Yes ? well we still have that, but some rich people have colour ones ? and you know telephones? Well several people in my class have them in their actual homes.?

Yes ? it?s since the 1970s that things have really taken off. I think I was about 12 when Pong came out ? that prehensile video game based on batting a white dot from one side of the screen to the other between two paddles. I imagine that was the first bit of technology we reverse engineered from the Roswell Aliens. It?s all gone haywire since then.

Now let?s look at literature. (See, told you there was a point). How has that changed in the same period? Well, I?m tempted to bluster and make up some stuff but the truth is, it?s hardly changed at all. Styles come and go, fashions wax and wane, but we still have novels, poetry, short stories. Nothing revolutionary has happened.

It has been suggested that the changes in technology could prompt a revolution in the way we write. That the more open access of the e-book?era might allow people new latitude to reconfigure what counts as a piece of creative writing. It might smash open the boxes into which writing must fit to get past publishers and agents and make it into print under the current orthodoxy.

Removing the constraints of the solid, physical book and the expensive process of printing might lead to unexpected and radical change in the forms writing takes.

Is this what?s going to happen? Or will ebooks simply lead to mass piracy and mean that authors struggle even more to get paid for their work?

Who knows? The truth is it?s a revolution ? and in a revolution nobody knows what the outcome is going to be, not even the people who start it.

Sony Mint handset leaks: No buttons, but will it run Jelly Bean?

A new Sony handset has leaked, codenamed the Xperia Mint. It?ll ditch the buttons previously seen on Sony?s mobiles, and be a completely touchscreen affair.

It?s no slouch specs-wise either. But the big question: Will it come running Android Jelly Bean? Or is it going to be stuck with that mouldy old Ice Cream Sandwich?

It?s shown in the leaked picture running Ice Cream Sandwich, but fingers crossed for Jelly Bean. It?s set to be announced at this year?s IFA, which takes place at the end of August and straddles the beginning of September, so we should know more then. Jelly Bean will have been out a couple of months by then, so fingers crossed. Though everyone seems to be dragging their heels?on updating their handsets so far.

So the specs. There?s a dual-core Qualcomm Krait CPU inside, along with 1GB of RAM. A 13-megapixel camera sits on the back, and you get 16GB of storage that?s expandable using a microSD card. The screen should be similar to that on the Xperia S: 4.3-inches, with a 720p HD resolution.

Sony?s press conference is scheduled for 29th August, so stay tuned, and we?ll bring you all the news as it?s announced.

Progress Report: Well-Being vs. Business Friendly; Barry's Free PR ...

I?m glad Ted Nesi stumbled upon the American Human Development Index, which indicates Rhode Island is the 11th best state as far as ?well-being? is measured. It?s a nice contrast to the drone of voices who chime on and on about how unfriendly to business CNBC thinks the Ocean State is.

I haven?t studied it too close but there?s a pretty obvious inverse correlation between the two rankings ? states that are more friendly to business tend not to score too high in the well-being rankings, and vice versa. Not that it?s an either/or proposition ? but if we?re to invest our shared resources to improve either the Ocean State?s well-being or business friendliness, I know which way I?d vote?

Unfortunately, though, we might not being as well on the well-being scale as this index suggests ? or at least there is competing data. A new Kids Count report indicates Rhode Island is 25th nationally for child well-being.

Ed Fitzpatrick on Barry Hinckley?s business plan of running for office to garner free pr: ?Hinckley?s message clearly was not an idealistic call to public service. No one is going to confuse his ?Free PR? speech with JFK?s ?Ask not? speech. If anything, it was cynical. And while we absolutely do need new people and new ideas here in Rhode Island, we definitely do not need people running for public office to benefit themselves, their unions or their businesses. The Woodford County Farmers? Market will host its 12th annual Twilight Festival on Friday, July 27 in downtown Versailles. FREE and FAMILY-FRIENDLY. Every item available at the festival, from food and drinks to jewelry and art work, is locally grown or made. About 90 vendors will take part in the festival. The festival will offer two kids? areas with inflatables, face painting, $1 pony rides, petting zoo, 4-H exhibits and a state-fair exhibit.

Additionally, six local restaurants will participate in the festival?s first Uniquely Woodford local restaurant and food tasting even and contest.

LONDON (AP) ? People around the world briefly experienced problems accessing Twitter on Thursday, a day before the 2012 Olympic Games are expected to cause a spike in use of the micro-blogging site.

About three hours after the San Francisco-based company first acknowledged the problem by saying its engineers were "currently working to resolve the issue," Twitter said in a statement that the "site issue" had been resolved.

It did not go into further detail on what caused the glitch ? the second time in just over a month that the site has been hit by problems.

Visitors to the site on Thursday had been greeted with a half-formed message saying that "Twitter is currently down." The fields where a reason for the outage and a deadline for restoring service were apparently meant to go were filled with computer code.

Sluggishness or outages were reported for more than an hour in countries in the Americas, Europe, Asia, and Africa. Some users were able to post updates through their phones or third-party applications. Tweets about the Olympic torch, which is wending its way through central London, still poured in, albeit far more slowly than earlier in the day.

Mike Lizun of Swedish performance monitoring company Apica said the outage appeared at 11:23 a.m. EDT (1523 GMT). He said Twitter was "completely down" for about 40 minutes before briefly recovering and becoming unavailable again at roughly 12:15 p.m. EDT (1615 GMT).

While the site was affected, many self-proclaimed "Twitter refugees" had flooded Facebook with complaints about Twitter. As usual following outages, "WhileTwitterWasDown" was one of the most-talked about topics on Twitter in the United States. Users cracked jokes about their regained productivity as a result of the downtime ? or going outside to get some sunshine.

Twitter said in March that it has more than 140 million active users and that the service sees 340 million Tweets a day.

It was once notorious for its down times, but has since improved its performance. Still, the sheer popularity of the site ? and its heavy use by up-to-the-second journalists ? mean that even modest outages quickly become news. The latest breakdown came only hours before the Olympics are expected to bring an unprecedented surge of activity by sports fans on Twitter, among other social networking sites. At the recent UEFA European Football Championship final, users fired off more than 15,000 tweets per second, setting a sports-related record for the site.

Social media users were already complaining about an earlier outage that affected Google's chatting services. The Mountain View, California-based company said Thursday morning that the majority of users were seeing error messages and unable to use its Google Talk service. The issues were resolved five hours later.

Senate ready for symbolic showdown on tax cuts

WASHINGTON (AP) ? The Senate is bracing for a tax-cut showdown that is all about Democrats and Republicans showing voters their differences over taxing the well-off while accusing each other of threatening to shove the government over a fiscal cliff.

Senators planned to vote Wednesday on a $250 billion Democratic bill that would extend expiring tax cuts next year for all but the highest earners. Democrats will need 60 votes to advance the proposal, which they do not have.

It seemed unlikely that senators also would vote on a rival GOP plan that includes the best-off Americans in the tax reductions, a measure that was destined to lose.

House Speaker John Boehner, R-Ohio, was ready to push legislation through his chamber next week that closely mirrors the Senate GOP measure. Republicans there introduced their bill on Tuesday, accompanied by another measure designed to speed work next year on legislation overhauling the entire tax code.

The clash in the Senate underscored how little the partisan tax-cutting duel had to do with actually passing a law this year. If anything, it highlighted how entrenched both parties' views were.

"Democrats will simply never agree we should hand out more tax breaks to the richest 2 percent of Americans while this economy is in the situation it's in now," said Senate Majority Leader Harry Reid of Nevada, sponsor of the Democratic bill.

"Our friends on the other side are practicing what could best be described as 'Thelma & Louise' economics," Senate Minority Leader Mitch McConnell, R-Ky., said.

"Let's just march the whole country right off the cliff and see how that works out," McConnell said, referring to the movie's memorable climax.

If the two sides don't compromise, a massive $600 billion in tax increases and spending cuts for 2013 would be triggered automatically in January ? the so-called fiscal cliff, which analysts say would jar the already weak economy.

Mostly following President Barack Obama's proposal, the Democratic bill would continue Bush-era tax cuts for everyone except individuals making at least $200,000 yearly and couples earning more than $250,000.

Those taxpayers would face top rates of 36 percent and 39.6 percent, respectively, instead of today's 33 percent and 35 percent. That would mean higher taxes for 2.5 million households, or 2 percent of all 140.5 million tax returns, according to 2009 data from the Internal Revenue Service.

Democrats say levies on the wealthy should rise because all income groups should contribute to deficit reduction. Republicans say those tax increases would burden the owners of many companies, leaving them less money to create jobs.

The Democratic bill also would let the top estate tax rate grow to 55 percent next year, with only the first $1 million in an estate's value exempted. That's an uncomfortable move for Democratic senators from farming and high-cost states.

Republicans would renew today's milder 35 percent top rate, exempting the first $5.12 million. Congress' nonpartisan Joint Committee on Taxation says the lower Democratic threshold would affect the owners of 46,700 estates projected to die next year ? a tiny percentage of Americans, but far more than the 3,600 who would be exposed under the GOP's terms.

Democrats would impose top tax rates next year of 20 percent on dividends and capital gains, two sources of income enjoyed disproportionately by the wealthy. The GOP top rate would be 15 percent.

The GOP bill ignores some tax reductions for low- and middle-income families that Democrats want to extend.

These include the American opportunity tax credit, worth up to $2,500 to cover college expenses; language making the earned income tax credit more generous for large working families and some married working couples; and a boost in the tax refunds some families get under the child tax credit.

All were part of Obama's 2009 stimulus bill, which Democrats say were meant to be permanent but Republicans say were only a short-term response to the recession.

Combined, those Democratic provisions would provide tax breaks averaging $1,000 to 25 million families, according to Treasury Department figures distributed by the White House.

Republicans also proposed bigger tax write-offs than Democrats did for small businesses taking deductions for the costs of buying some equipment.

BEIRUT (Reuters) - Lebanon's powerful Shi'ite militant group Hezbollah has publicly tied its future to Bashar al-Assad, but as the tide turns against the Syrian president it is silent on whether it will join the fight to support him.

The stakes are high for the group which fears that toppling Assad will pave the way for increased Western pressure - if not war - on its strongest ally and founder, Shi'ite Iran. By losing Assad the group would also be deprived of its strategic partner and main supply line for its arsenal.

"Hezbollah is at a point of enormous strategic uncertainty. (Syria's uprising) is not an existential threat, they are too well armed. But now they face a threat from two sides," a Western diplomat in Lebanon said, referring to Hezbollah's foe Israel and a potentially hostile post-Assad Syria.

Hezbollah has shown no sign of abandoning Assad and Lebanese officials close to the group say it won't stand idle if the battle worsens. Some said it will fight Israel. Others said it will deploy some of its fighters to secure the border with Lebanon, from which rebels are attacking Syrian frontier posts.

They also said Hezbollah is bracing for the fighting in Syria to be long and hard.

"They cannot distance themselves. What is happening now is fateful for them," said Lebanese analyst Jihad al-Zein. "Their alliance with Syria is strategic and was formed with the Assad family."

"They do not have a choice - they are with the regime until the last minute. This is a strategic alliance between Iran and Syria and they are part of it," he added.

Hezbollah believes that its enemies, including the West and Israel, are working to reshape the Middle East by replacing Assad with a ruler hostile to it.

In a region riven by a Sunni-Shi'ite divide, Assad belongs to the Alawite sect that is an offshoot of Shi'ite Islam. A new Sunni Muslim leadership is unlikely to favor the Shi'ite Hezbollah.

OPTIONS OPEN

While Hezbollah supported the revolts in the Arab world that toppled the leaders of Egypt, Tunis and Libya, it responded to the initially largely peaceful protests in Syria by saying it backed Assad's promises of reform.

"Hezbollah will definitely take part in the war if Syria faces foreign intervention. It sees the whole campaign on Assad as a campaign to target resistance," a second Lebanese official said, using the label for armed groups opposed to Israel.

For now, they say Hezbollah has been watching the unrest in Syria. It banned officials and members from publicly talking about the revolt, leaving its leader Sayyed Hassan Nasrallah as the only voice of the group, reiterating his support for Assad.

A year ago, officials close to Hezbollah denied Syrian opposition accusations that it was sending fighters to help Assad's forces. The same officials now say this might change if there is foreign intervention or Assad is weakened.

"So far, Assad does not need more fighters. His army is more than capable of dealing with this. He does not need Hezbollah's fighters. They are only a few thousands and he has hundreds of thousands," a Lebanese security official said.

But another official said "this is a war and in wars all options are on the table.. What is important is that the Damascus supply line remains open to Hezbollah. It is willing to do whatever it takes to keep it like that."

Hezbollah's view can be encapsulated in the comments of a senior Iranian Revolutionary Guards commander who said on Tuesday that any foreign power intervening in Syria would suffer "decisive blows", specifically referring to "hated Arabs" - a veiled reference to regional rivals Saudi Arabia and Qatar.

Damascus has accused Saudi Arabia and Qatar of channeling weapons and money to rebels fighting Assad's forces. Activists say more than 17,000 people have been killed in the 16-month uprising against his rule.

Israel's Deputy U.N. Ambassador Haim Waxman labeled Hezbollah and Iran of being "part of Assad's killing machine".

"Iran and Hezbollah - Assad's allies in this 'trio of brutality' - will cross any line to keep the Assad regime in power," he told a U.N. Security Council debate on the Middle East on Wednesday.

RELATIONSHIP IS DEEP

While Hezbollah believes that Assad will not be unseated, it is bracing for a long battle that will get tougher by the day.

"I want to know how do (the West) think Bashar is going to fall? By them (rebels) controlling Damascus? Then there will be a major war," said a Lebanese official close to the group.

"Or do they think he will leave by foreign intervention? Then the whole region will be set ablaze. So he is not going to fall. Please get this out of your head."

In a speech last week Hezbollah's leader Nasrallah said the unrest in Syria was a continuation of the 33-day war which his group fought with Israel in 2006.

The group, established nearly 30 years ago to confront Israel's occupation of south Lebanon, inflicted serious damage and casualties by firing missiles deep into Israel in that conflict, and was able to sustain weeks of rocket attacks despite a major Israeli military incursion into Lebanon.

Western intelligence sources say the movement's arsenal has been more than replenished since the fighting ended, with European-led U.N. peace keepers in southern Lebanon powerless to prevent supplies entering mostly from Syria.

"(The goal was) after destroying the resistance in Lebanon to topple President Bashar al-Assad, destroy Syria and submit it to the American-Israeli agenda," Nasrallah told supporters.

He described the four top Syrian security officials killed last week as martyrs and said the rockets that his group used to bombard Israel were made in Syria.

"(The speech) was a signal that the relationship is deep and any revaluation of the position will not take place immediately," Ayham Kamel from Carnegie center said.

PROBLEMS AT HOME

Assad's fall would weaken Hezbollah in Lebanon and unleash a Sunni-led campaign to limit the group's power.

The tension between Sunnis and Shi'ite in Lebanon, a small country where sectarian factions fought a 15 year civil war in the 70s, surfaced when former Prime Minister Rafik al-Hariri was killed in 2005. Hariri supporters accused Syria and then Hezbollah of killing him - a charge they both deny. An international tribunal set to investigate the killing accused several Hezbollah members.

The revolt in Syria has deepened sectarian divisions in Lebanon, pitting many Sunni Muslims who support the rebellion against Hezbollah and other Shi'ite groups who back Assad.

A little known Sunni Sheikh Ahmad al-Assir, from the southern coastal city of Sidon, has gained increasing prominence, calling for Hezbollah to be disarmed and emboldening other anti-Hezbollah voices.

While Sunni Muslims have no military power to match Hezbollah, Sunni Islamist fighters including Arab veterans from wars in Iraq and Afghanistan have always found haven in Lebanon.

But some officials played down the impact on the group internally. One said: "Even if Assad leaves. Who is going to touch Hezbollah here? It is a very powerful group and targeting it is not a joke."

And for the majority of Shi'ites who form the base of the group's supporters neither Hezbollah nor Assad will be alone.

During the street fights in Damascus a liberal Shi'ite, summing up the sentiments of many Shi'ites, wrote on his Facebook :"Please Sayyed (Nasrallah) give us the orders (to fight)."

LONDON (AP) ? On Tuesday, British prosecutors announced charges against eight people alleged to have been involved in a phone hacking scheme with more than 600 targets. The following are some prominent alleged victims:

The Dowler family settled its lawsuit against the publisher for 3 million pounds ($4.7 million), including a 1 million-pound payment to a charity of their choice.

Paul McCartney

In 2006, the former Beatle ? still one of the world's most popular musicians ? was engaged in an acrimonious split from his second wife, Heather Mills. The criminal charges relate to the period shortly after they announced their separation in May of that year.

Heather Mills

She is also described as a target of a conspiracy to intercept communications. Mills has accused CNN interviewer Piers Morgan, who has not been charged in the current case, of accessing a message which McCartney left on her phone in 2001 when Morgan was a newspaper editor in London.

Angelina Jolie

The charges relate to the period between the actress's adoption of an Ethiopian infant, named Zahara Marley, in July 2005, and the birth of Shiloh Nouvel, her child by Brad Pitt, on May 27, 2006.

Brad Pitt

The actor is listed as an alleged victim in the same period as Jolie. The two are considered Hollywood royalty and are frequently followed by paparazzi.

Jude Law

The film star won a settlement of 130,000 pounds in January in his civil suit alleging that News Group Newspapers hacked his telephone. The charge relates to the period between July 2005, when Law publicly apologized to his fianc?, actress Sienna Miller, for having an affair with a nanny, and May 2006. Law and Miller separated in November 2005.

Sadie Frost

The designer and actress settled a suit against News Group Newspapers in January for 50,000 pounds. That case related to articles in the News of the World in 2003. She alleged that information hacked from her phone, which subsequently appeared in newspapers, contributed to the breakdown of her marriage to Jude Law, with whom she had three children.

The criminal charges list her as an alleged hacking victim between July 2005 and May 2006 when Law's engagement to Sienna Miller broke down.

Sienna Miller

The actress won 100,000 pounds in May 2011 from the News of the World. The newspaper also admitted in court that private information published about the actress in 2005 and 2006 should not have been printed.

Wayne Rooney

The Manchester United soccer star filed a civil suit in May claiming damages for phone hacking.

Rooney is listed in the criminal case as an alleged hacking victim between Jan. 17 and Aug. 1, 2006. Also listed as a possible victim is Patricia Tierney, who filed an unsuccessful libel suit against The Sun newspaper for reporting in 2004 that she was a prostitute who worked at a Liverpool brothel allegedly frequented by Rooney. Her suit was thrown out when it was revealed that she had admitted to police that she was a sex worker.

Sven-Goran Eriksson

The former manager of England's national soccer team is listed as an alleged victim along with personal assistant Faria Alam, with whom he had an affair.

Lord Frederick Windsor

The clue to the tabloid interest is in the last name ? he's part of the reigning House of Windsor, the son of the queen's cousin, the Duke of Kent. The criminal charge relates to a period in 2006.

John Prescott

The former deputy prime minister is named as a victim along with Tracey Temple, a government secretary with whom he had an affair. The charges relate to a two-month period beginning in April 2006, when the Daily Mirror newspaper ? not involved in the criminal case ? revealed the liaison.

Prescott was identified as a possible hacking victim in 2006 when police seized property from private investigator Glenn Mulcaire, who was convicted in an unrelated case and served a prison sentence. Prescott says police didn't tell him about it until 2011. Mulcaire faces new criminal charges announced Tuesday.

Prescott's former chief of staff, Joan Hammell, won 40,000 pounds to settle her civil suit on phone hacking. She is also identified as an alleged victim in the criminal case.

David Blunkett

Blunkett held two Cabinet posts in Tony Blair's Labour governments. Between January 2004 and July 2006, the period covered by the criminal charge, he resigned as home secretary, was brought back to the Cabinet and then resigned as work and pensions secretary.

The first resignation was forced by the discovery that he had fast-tracked a visa application for a nanny employed by Kimberly Quinn, a married woman with whom Blunkett carried on a three-year affair. She was also named as a possible hacking victim.

Last year, Blunkett reportedly received a confidential settlement of his claim that News of the World hacked his phone.

U.S. solar plan creates energy zones, excludes sensitive lands

The Obama administration unveiled plans Tuesday to ramp up solar energy production, offering incentives for solar developers to cluster projects on 285,000 acres of federal land in the western U.S and opening an additional 19 million acres of the Mojave Desert for new power plants.

The long-awaited plan also appears to rewind previous land-use decisions by the federal government. The pending policy rules out a long list of environmentally sensitive lands where the government ? seeking to fast-track construction ? had allowed solar development over the objections of environmentalists.

The plan places 445 square miles of public land in play for utility-scale solar facilities.

Interior Secretary Ken Salazar told reporters on a conference call that the country had no solar projects in the planning stages when Obama took office, contrasting the situation with the current rush to build plants.

"We have turned that around," he said. "Three years later we stand at a proud moment in American history. It's hard to overstate what a significant milestone this is for our administration."

The plan establishes 17 solar energy zones in six Western states, including 154,000 acres in California. The zones were chosen because they avoided major environmental, cultural or other conflicts. The policy encourages developers to select sites within zones by promising minimal environmental reviews and expedited permitting.

In addition, the administration is completing work on a range of additional financial incentives, such as lower land lease payments and reduced costs of bonds.

The first-of-its-kind plan was hammered out over two years by an array of federal, state and local groups. The new rules include a list of areas where development is forbidden because of environmental or cultural sensitivity. On the exclusion list is the entire Ivanpah Valley, a biologically diverse swath of desert that straddles the California-Nevada border.

Conservation groups had fought to prevent approval of utility-scale projects in the region, contending that the desert ? home to scores of endangered plants and animals ? was not capable of absorbing industrial-scale change.

Despite opposition and an unexpectedly large population of federally protected desert tortoises, the Ivanpah Valley now has at least two large projects underway, including the world's largest solar thermal power facility, being built by BrightSource Energy.

"We had to learn the hard way from BrightSource that it is a sensitive area," said Ileene Anderson of the Center for Biological Diversity.

An alliance of environmental groups, utilities and solar companies praised the new plan, saying it provided the industry needed certainty and guidelines while preserving the Mojave's most cherished places. The support is an about-face by developers, who had earlier opposed the zone approach as too restrictive.

Critics contend that the policies are too late, coming after years of free-for-all leasing that encouraged rampant speculation. Since leasing began, the Bureau of Land Management has been working to process more than 300 solar applications.

Many of those are for land in California's Mojave Desert, where counties have seen the cost of private land soar and the desert given over to thousands of acres of mirrors. The state has 2 1/2 times more acreage in solar zones than other states.

While the zone concept is intended to guide development, it allows some flexibility for companies to construct plants on millions of acres included in designated "variance" zones. Developers may win approval to build in those areas but will have fewer government incentives to do so. California has three-quarters of a million acres in variance areas.

The fast-tracking of solar facilities on public lands is expected to generate nearly 24,000 megawatts of power by 2030, according to Mike Pool, acting director of the Bureau of Land Management.

But so far, the unprecedented urgency given to solar energy projects on public land has yielded only 50 megawatts, said Interior official Steve Black.

The plan will be finalized after a 30-day comment period. Officials said that whatever rules are eventually adopted will apply only to new projects and not the 17 solar facilities already awarded permits or the 78 currently in the approval pipeline.

James Holmes, Batman Massacre | The Mind of a Genius, the Mind ...

Since waking up to this tragic news yesterday, I cannot get James Holmes out of my mind. Holmes is the man who murdered twelve innocent people in the movie theater in Aurora, CO, who were there to watch the premier showing of the new Batman movie, the Dark Knight Rises. Why did he do this? I cannot stop wondering why. So many questions, so many things left unexplained. Holmes does not fit the typical profile for a mass murderer, other than a high level of intelligence ? which is very common among serial killers. It?s the challenge, the game many love. To outsmart and beat the system. However, most serial killers and mass murderers have something in their past which, although may not be enough to raise red flags to the public, indicate some sort of imbalance or traumatic event that forever affects them.

Holmes kept to himself. I have not yet read anything about psyciatric problems. A fellow student commented that Holmes would often play video games in the lab. I would say the majority of students at some time either play video games or hop on a social media site when they are supposed to be working or studying. This only shows a normalty in Holmes, not an abnormalty.

Why was Holmes gun purchases and internet activity not noticed by the DOD or DHS?

One thing that does bother me greatly is our system here in the states. Our government and military is so hell-bent on terrorism that they could not see the signals that Holmes gave in bright, neon letters. Face the fact, if Holmes had been Muslim or from the middle east, this would have immediately been tagged as terrorism and most likely attributed to the Al Queda. it is that old ?blame game? that our military and government are using to brain wash the US into believing we are being threatened on our own soil by terrorists from other countries. When adding up all the mass shootings which have occurred in the past decade, looks to me like we don?t have a problem with terrorism from outside our borders ? but rather threats from our own population not being able to handle the reality within our own society.

What signs did Holmes give? Well, first of all, buying four guns in the matter of a couple months, especially when he had never owned a gun before. Ding ding!! That is not normal. Then to order an enormous amount of ammunition on line ? enough to outfit a platoon of shooters ? that is another sign. I have remained neutral about gun laws ? primarily because I was raised around hunters. Hunting rifles were normal in our house, but they were always treated with the utmost respect ? locked away unloaded with the key only available to the adults. End of story. They were only brought out for hunting and target practice.

Although I am not entirely opposed to owning firearms (not yet, anyway? my views are changing), it does appear that we have a serious problem with our system as a whole. No one should be able to go and buy this many firearms in a short period of time. Personally, I believe a year between purchases is a healthy time-frame. Additionally, why the need to purchasing and owning assault rifles? No one has any business possessing such a firearm unless they are actively involved in police work or the military. Even then, what would the need be for civilian ownership? If one wants a gun for protection, a hand gun will do the job just fine. One bullet will stop someone ? a hundred is overkill (pardon the pun).

Monitoring the Internet

Our Department of Homeland Security has been monitoring our internet, website, and social media for some time now. The Dept. of Defense even came to visit Motley News here three times one day (I ran the IP address when I noticed the three visits ? that?s not normal). Most likely the posting I published and listed several key words the ?watchers? look for is what drew their attention. Many of the watch words had to do with weather, so I simply couldn?t understand how something millions of people talk about online would be a flag to the ?watchers.? Perfectly harmless post and I have not seen them return. I?m sure the determined that I am nothing more than a very vocal activist who believe firmly in women?s rights and equal rights for all. And most definitely, anti-war and anti-violence. Click HERE to see a screen shot of the IP address check of the IP in the image to the right.

If this site drew the attention of the DOD simply because of the watch words, then why did Holmes sudden gun purchasing and mass amounts of ammo purchased online not draw the attention of the DOD? He would have had to do many searches to find exactly what he needed. Our searches are definitely watched as well. I have to wonder, again, if Holmes had a Muslim name, if he would have then been noticed.

The Mind of a Genius and a Killer

I am horrified by this massacre ? yet I find myself completely intrigued with what was going on in James Holmes?s mind. I, myself, have an IQ in the genius range. In fact, according to the Mensa Society ? of which I am a member ? my IQ actually falls into the top 1% of the world. But I can never, ever imagine harming another person on any level or for any reason. Hell, I have a hard enough time squashing a stray cockroach that wanders in the house from outside. So in trying to imagine what Holmes was thinking and his reasoning is completely fascinating yet foreign to me. I want to know what made this man tick, and why he planned and executed such a massacre on innocent people. I can never imagine ever pointing a gun at anyone or any animal and pulling the trigger. I can?t. I will never completely understand because I cannot comprehend killing people. I just want to know what his thoughts were and are. He is like a human puzzle to me.

The police have now determined that the front door was rigged as a booby trap. Whoever opened it would have met an explosive surprise. It is obvious that the loud techno music was to draw sometime to hopefully open his door to ask him to turn down the volume. A few neighbors thought about it, but did nothing more than knock on the door. Similar to Anders, of the Oslo Norway Massacre one year ago on July 22nd, an explosion just prior to the primary assault would draw the police and emergency people to his apartment thus giving him more time to execute the innocent in the cinema.

So then, why did he tell the police that his apartment was booby-trapped? Is this a cat-and-mouse game? Is Holmes entertaining himself by watching the police and bomb squads sweating as they try to disable the explosives in his apartment? A superiority complex shows through at this point. Holmes appears to believe himself as above and superior to others. Does he have disdain for those not at his ?level? of intelligence? Why the violence if so? My IQ is far above normal, yet I find everyone to be extremely intelligent in their own way. Each man and woman offers a uniqueness that no one else has ? it is called personality. Although many people are not as educated as others, this has nothing to do with their intelligence. Everyone has a gifted niche in their mind, and finding that in people is a wonderful thing.

Weapons and Gear

How did Holmes afford to purchase all the guns, ammo and ballistic, protective gear he wore? I have seen estimates from anywhere between $10,000 to $20,000 for all that he bought. I am not sure that is including the items and explosives within his apartment. Regardless, this is a lot of money for a grad student on a budget. Is there another party involved that supplied him with the money? If so, then why would he agree to be the patsy and take the fall? Or did he expect to be able to get away? If his apartment had exploded prior to his shooting, then the chances would have been greater of him getting away. He most definitely would have had to go into hiding.

One thing that is really puzzling is why did he go through the steps of withdrawing from grad school? Obviously once he executed his plan, he would not be returning to school. So why take the time and bother to complete those steps?

So many question and no answers. Only speculation. If Holmes is talking now to the authorities, they are not sharing the information. Will Holmes ever explain thoroughly what his thinking was?

So many ?why?s??. My heart goes out to the families of those who were killed, as well as those who survived. The mental anguish will forever haunt them.

I just don?t understand violence.
