NASA sees large decrease in Cyclone Sandra's rainfall intensity

NASA's Tropical Rainfall Measuring Mission satellite, also known as TRMM, flew over Cyclone Sandra twice in one day and noticed a large decrease in rainfall intensity over a nine hour period.
On March 11, 2013, NASA's TRMM satellite twice flew above weakening tropical cyclone Sandra as it was passing to the west of New Caledonia in the southern Pacific Ocean. TRMM's Precipitation Radar (PR) had a very good view of Sandra as it passed directly above the tropical cyclone on March 11 at 1312 UTC (9:12 a.m. EST). TRMM PR measured rainfall at the extreme rate of over 206 mm (~8 inches) per hour in an area southwest of Sandra's eye. Those TRMM PR data also showed that very little rain was occurring north of the weakening tropical cyclone's eye.
New Caledonia escaped the heaviest precipitation as the center of Sandra remained off-shore.
Later on that day at 2124 UTC (4:24 p.m. EDT), TRMM's Microwave Imager (TMI) data identified diminished rainfall rates. The heaviest rains occurring south of Sandra's center at that time was falling at a rate of 30 mm (1.18 in) per hour. Wind shear continues to increase from the north and push the precipitation south of Sandra's center. Sandra's center has since become fully exposed to outside winds as the intensity of rainfall has diminished.
On Mar. 13 at 0300 UTC, Sandra's maximum sustained winds were near 55 knots (63.2 mph/101.9 kph). Sandra was located near 24.1 south and 161.5 east, about 270 nautical miles (310.7 miles/500 km ) west-southwest of Noumea, New Caledonia. Sandra was moving to the south-southwest at 8 knots (9.2 mph/14.8 kph).
Sandra is moving into an area of high vertical wind shear and colder sea surface temperatures that are expected to make the storm transform into a cold-core system before it dissipates over the next couple of days.

Howard scores 39, leads Lakers past Magic 106-97
ORLANDO, Fla. (AP) ? Dwight Howard endured the worst reception of his NBA career on Tuesday night.
He then promptly turned in probably his best performance of this season.
Howard scored a season-high 39 points, had 16 rebounds and was sent to the free throw line 39 times by his former team as the Los Angeles Lakers beat the Orlando Magic, 106-97.
The victory came in Howard's first return to Orlando since his drama-filled offseason trade to the Lakers. He endured a chorus of boos throughout, and tied his own NBA record for free throw attempts.
The majority of them came as the Magic tried to employ an intentional foul strategy. It backfired, though, as the All-Star center hit on 16 of 20 attempts in the second half. It silenced his detractors and more importantly, helped the Lakers secure their fourth straight victory and keep from slipping in their playoff chase.
His reception aside, Howard said he left the court still thankful for the support he got during his eight years in Orlando.
"I wasn't nervous tonight. I was looking forward to playing here," Howard said. "It was a hostile environment, but I think that was something that was good for me. For my progress as a player, I think I needed that tonight."
Jameer Nelson scored 21 points, but also had six of Orlando's 14 turnovers. The Magic have lost three of their last four and haven't won back-to-back games since December. They also missed on their first season sweep of the Lakers since 2008-09.
After a week of back-and-forth in the media following some perceived negative comments made about his former team during a television interview, Howard and Nelson spoke briefly just after the final buzzer and shook hands.
"Everybody's always going to say certain things in order to start certain situations," Howard said. "But Jameer's my brother. We came in together, and I have no bad feelings toward him."
The embrace was a light moment in what was mostly a hostile atmosphere.
Homemade signs jeering Howard with sentiments that said everything from "Coward" to "Kobe's Kid" were sprinkled throughout the Amway Center stands.
Boos rained down on the All-Star center almost every time he touched the basketball. They were followed by louder cheers when he missed a free throw.
The intensity was also ramped up at times, too.
Howard got tangled up in a verbal back-and-forth with the Magic bench at one point during the first half, and Kobe Bryant left briefly in the first quarter, bleeding from his right eye after a collision.
"I think professionally it was really big for him," Bryant said of Howard's night. "Coming into this environment, playing as well as he did, it's big for his confidence."
The Lakers led 76-68 entering the final period and scored the first eight points of the quarter to push it out to a 16-point lead.
The Magic battled back and closed to 91-82 on a 3-pointer by E'Twaun Moore with 6 minutes to play in the game.
Howard made four straight free throws at one point and the Lakers got their lead back up to 102-88 on a 3-pointer by Jodie Meeks with 2:25 left.
The Magic kept up the strategy, but Howard ? who was shooting 47.8 percent before the game ? hit his final eight attempts to help close out the victory.
"With any player, if you get 39 cracks at it, it's only natural for you to gain some type of rhythm," Magic guard Arron Afflalo said. "And he did a good job of making them down the stretch for them."
Magic coach Jacque Vaughn defended the strategy, though.
"I think early on it was a strategy that worked for us," he said. "If we would have made six more 3s, I probably wouldn't have done it, but strategy-wise I need to give our guys a rest."
Howard embraced the negative environment from the outset and was the main reason the Lakers had a 50-46 halftime lead.
He had 19 points and 10 rebounds in the opening 24 minutes, and would have had more if not for his 9-for-19 effort at the line.
Howard started just 2 for 9 from the foul line, prompting the Magic to try fouling him intentionally three times late in the second quarter. He had found his touch by then, though, hitting five of six on those occasions.
With the exception of Tobias Harris' 15-point first half, Orlando struggled offensively. The Magic had decent looks at the basket, but shot a paltry 37 percent (17 for 46) from the field.
They were also thin in the frontcourt for most of the half with center Nik Vucevic playing only 13 minutes because of two quick fouls. He went scoreless, with just two three rebounds.
At the end of the night, Howard said he was ready to turn the page.
"I think it was something I needed, to come back and I think it was something that the city needed, too," he said. "It's closure. We can all move on. We had eight great years. People are going to feel the way they feel. I totally understand that."
Notes: Los Angeles now leads its all-time series with Orlando, 32-15....Harris had a career-high 15 rebounds....Lakers coach Mike D'Antoni said that injured F Pau Gasol (torn plantar fascia, right foot) is starting to run again and "feels pretty good." He said he will continue to be monitored to make sure there aren't setbacks, but that "it's close."

OP-ED | Include Surgery Centers in Connecticut's Health Insurance ...

As concern grows among advocates and policymakers about the potential for increased costs under health care reform, the leaders of Connecticut?s Health Insurance Exchange could be missing significant cost savings by not including the sixty non-hospital, community-based surgery centers in basic health plans
Under the federal Affordable Care Act ? often called Obamacare ? the states are to establish insurance exchanges, where consumers and small businesses would be able to purchase quality insurance for reasonable premiums.
A board of directors has been working here in Connecticut for more than 18 months, developing a framework, and establishing basic coverage that every insurer must include if their plans are to be offered on the exchange. Yet surgical centers, where the cost of care is up to 50 percent less than hospitals, are so far not included as cost-saving alternative.
The Hartford Surgical Center, Connecticut?s first such facility, was established in 1976 and is still in operation. Since then facilities have been located throughout the state, operating under the same regulations and accreditation and reporting standards as hospitals. The centers provide a high-quality, safe alternative for surgical procedures that do not require hospitalization.
Surgical centers are in most cases smaller than hospitals, and are located outside of urban areas, where patients can find easy access and reduced waiting times.
They offer a wide range of services to physicians and patients, providing care to Medicaid and Medicare recipients, managed care patients, self-pay, as well as those unable to pay.
Some centers specialize in a specific procedure, such as colonoscopies, which make the facilities more efficient and cost effective. Specialization of staff also results in better outcomes for patients.
Because the centers do not provide overnight or urgent care, as hospitals do, their costs are significantly lower.? And because costs are lower, co-pays for Medicaid and Medicare patients are lower.
We will always need hospitals for emergencies and trauma care, and for surgeries that require a hospital stay, and our health insurance should cover that care.
Connecticut?s surgery centers, after nearly forty years of operation, are a well-established provider of health care.
If we are going to tackle the skyrocketing costs of health insurance, and if health care reform is going to have any success, we can and must include every option for cost savings. That means including surgical centers and their services for coverage in any health care plan offered by the Connecticut Health Insurance Exchange.

Hello, there. It's nice to meet you!
My username is JeanKyn.
I picked this name because it's my name on pretty much every site I'm on.
2) How'd you find this place? Google? Why'd you look it up on Google or whatever?
I found this place through another website's banner. I love roleplaying, and I'm curious as to how this site stands against my current regular role play site.
3) How long have you roleplayed on forums or chat? On what sites? Did you start with tabletop games or such?
Let's see...
I've been roleplaying since roughly 2003. I forget what site it was, but I used to always go by Saiyan Kairi or Angel back then. It was all in a chatroom, then I gradually moved to forums.
4) In coming to RPG, what've you been looking for specifically? A new home for roleplay? Better roleplay?
I'm not sure I'm looking for anything specific. Like I said before, I'm seeing how it stands against my current favorite site.
5) What kinds of roleplay are you interested in? Fantasy? Sci-fi? Go in-depth about it if you want.
I'm a sucker for romance and fantasy. I normally stick with the more commonly talked about fantasies - vampires, werewolves, etc.
6) What're your hobbies? Do you collect rocks or mount insects?
Let's see, my hobbies...
I love to write, obviously. Drawing and painting occasionally. Photography and web design more than often. And picking on my cat, Jack.
7) What's something you're good at besides writing? Maybe you're on the volleyball team or you're a quick learner? Maybe you play the flute or can fold up chairs amazingly fast? xD
Something I'm good at? I am a very quick learner. I can sing fairly well, and I'm good at doing my best! :D
8) Do you have any friends here at RPG that invited you here? Would you want to make more friends while you're here?
If I do have friends here, I'm not sure that they're here yet. I'm always up for making new friends!
And lastly...
9) Do we get cookies for looking through your thread and saying hello?
But of course! Cookies and kittens for all~!
